introduction
This report is compiled on the basis of the 2018 annual report on the disclosure of government information of the sub-district offices and commissions of Dongcheng District People’s Government in accordance with the requirements of the Regulations on the Openness of Government Information in People’s Republic of China (PRC) (hereinafter referred to as the Regulations) and the Regulations on the Openness of Government Information in Beijing (hereinafter referred to as the Regulations).
The full text includes the key work of government information and government affairs disclosure in Dongcheng District in 2018, the information disclosure in key areas, the existing shortcomings and the key work in 2019, as well as the relevant data of government information disclosure such as voluntary disclosure, response interpretation, disclosure upon application, administrative reconsideration, administrative litigation and reporting.

In 2018, Dongcheng District thoroughly studied and implemented the spirit of the 19th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 19th Central Committee. Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, it firmly established the "four consciousnesses", fully implemented the "Regulations" and "Provisions", conscientiously implemented the key points of municipal and district government affairs disclosure, better completed the national grassroots government affairs disclosure standardization and standardization pilot work, made efforts to improve the effectiveness of government information and government affairs disclosure, and enhanced public recognition and support for government work.
First, take the pilot of standardization and standardization of government affairs as an opportunity to promote the quality and efficiency of public work.
(1) Continue to promote openness and transparency in government affairs.
The district government revised the Working Rules of Dongcheng District People’s Government. The special chapter on "promoting the openness of government affairs" stipulates that openness and transparency should be regarded as the basic system of government work, and the legal obligation of government information disclosure should be fulfilled. Openness should be the norm and non-openness should be the exception, and government affairs should be made public throughout the whole process of government affairs operation, and the list management of government affairs should be implemented to promote the openness of administrative decision-making, implementation, management, service and results, so as to promote justice, enhance government execution and credibility, and protect people’s right to know, participate and protect people’s rights.
Improve the pre-disclosure system for major decisions. Before major decisions are made, the public’s opinions and suggestions are widely listened to by means of hearing, discussion, questionnaire survey and online opinion collection. Before the publication of documents such as the practical work to be done for the masses, the main points of the annual government affairs disclosure work, the work plan of the "toilet revolution", the implementation measures of the "Wenjing Plan" and the special education promotion plan, the draft was published to listen to public opinions extensively, and the opinions and suggestions solicited and their adoption were promptly disclosed.
The office of the district government formulated the Key Points of Government Affairs Openness in Dongcheng District of Beijing in 2018, and defined the annual work priorities. The whole region pays attention to information disclosure in eight aspects, such as the coordinated development of Beijing-Tianjin-Hebei, the "three tough battles", the special action of resolving and rectifying and promoting promotion, scientific and technological innovation, refined urban management, the development of cultural undertakings, ensuring and improving people’s livelihood, optimizing the business environment, and comprehensively strengthening the government’s own construction. At the same time, all units are required to strengthen the interpretation and response, public participation and interaction between the government and the people, improve government services, and strengthen the institutional mechanism and platform construction of government affairs disclosure.
Strictly implement the suggestions of NPC deputies and CPPCC members, and make the results public. Through the column of "Handling Suggestions and Proposals" on the website of digital dongcheng, more than 120 responses to handling suggestions and proposals involving public interests and widespread social concern were made public voluntarily, and concerns were responded in time, and they were supervised by the masses.
(2) Strengthen policy interpretation and response.

At the same time, focus on the work report of the district government, the key work of the whole region, and the release and interpretation of practical projects for the people.
Enrich the content of interpretation form. Set up a column of "Policy Interpretation" on the website of digital dongcheng, adhere to the simultaneous research, deployment and promotion of important documents, major decisions, key tasks and policy interpretation, and timely and accurately convey policy intentions. Actively adapt to the trend of diversification and differentiation of communication, interpret the policy content from multiple angles with easy-to-understand and flexible interpretation forms, enhance the interpretation effect, and expand the interpretation effect. District Finance Bureau and other entrusted bureaus take the initiative to enter enterprises to carry out simulated case-based interpretation of a series of policies to optimize the business environment; The Inland Revenue Department cooperated with Youku Video to produce short micro-classroom videos of policy guidance such as corporate income tax settlement, preferential tax policies for small and micro enterprises, and international tax related declarations; Responsible comrades of Tiantan Street and District Collection Center participated in the first recording and broadcasting of Beijing Satellite TV’s program "Step Forward", which is the first domestic communication between people and public areas and dialogue between urban citizens and public policies, and explained the compensation policy for the relocation project of Tiantan simple building to residents and the public in the form of communication and dialogue, so as to guide the public to understand and support public policies.
Enhance the initiative and timeliness of response. We will improve the public opinion monitoring platform at the district level, strengthen the collection of social conditions, public opinions and sudden public opinions in our district around key work and key projects, improve the handling mechanism of public opinion information on the 96010 service hotline for the people, and respond to public opinions such as media exposure and people’s livelihood demands in a timely manner.

Sort out the public affairs. Organize the departments in the pilot areas to sort out the business work related to each responsibility according to the "three-set" responsibilities, and compare the power list, responsibility list, public service items and actual work undertaken, summarize the government information of the department, find out the base of all the government information, and clarify the disclosure attributes of government information on its own initiative, according to the "Regulations".
Prepare a complete list of public affairs matters. All departments and streets shall scientifically compile a complete list of the public affairs of their own units on the basis of comprehensively sorting out the public affairs, and specify the name, public attributes, public basis, contents to be disclosed, public subjects, public time limit and other elements item by item.
(D) improve the effectiveness of government services
Promote the openness of online service. Upgrade the online service platform of district government affairs, complete the docking with the municipal platform, make public the list of matters in the online service hall through the navigation column of district platform service and the "Window of the Capital" Dongcheng site, and complete 100% online declaration of the listed matters. Through the online service platform of district government affairs service and government affairs WeChat, all government affairs services in our district are included in the scope of online consultation, and the proportion of online consultation reaches 100%.
Optimize the examination and approval service. Timely disclosure of the start-up time of enterprises and the time for approval of building construction permits will be reduced by half, and the approval of newly established enterprises will be accelerated to achieve five days of "all", which is 78% shorter than the previous 22 days, further optimizing the business environment. In 2018, the reform measures of the examination and approval system for engineering construction projects will be fully launched, and the approval time of the whole process will be reduced to less than 100 working days, of which the approval time for social investment projects will be reduced to less than 45 working days. Implement the requirements of the Municipal Audit and Reform Office to clean up and disclose all kinds of licenses and certification materials that the masses and enterprises need to provide, and cancel 53 certificates of doing things for the masses and starting businesses throughout the year.
(5) Optimize the platform for making government affairs public.
Promote the reduction of government websites and increase efficiency. Implement the requirements of the State Council General Office’s "Guidelines for the Development of Government Websites" and Beijing’s "Notice on Doing a Good Job in Cleaning and Integrating Government Websites in the City", and complete the intensive construction of the "digital dongcheng" website portal with the trinity of platform management, technical support and operation and maintenance guarantee. Revise the Measures for the Administration of Websites in digital dongcheng to clarify the page design, column setting, construction mode, operation and maintenance mode and management mode of government websites, so that the original websites of various departments can be smoothly and intensively integrated into the unified management platform of the district government websites. Strengthen the integration of website resources, and comprehensively improve the level of standardization and standardization construction of Dongcheng District government websites. Establish a platform for the safe and rapid recovery of government websites in Dongcheng District, realize unified supervision of websites, and ensure the safety and continuous high availability of government websites and applications through sharing resources, intensive construction and unified management. In 2018, digital dongcheng website updated 36,391 pieces of information, and the number of website visits reached 1,825,137, which played an important role in improving administrative efficiency and enhancing government credibility.
Actively promote the construction of regional financial media platform. Establish a district-level media integration center, hire senior media people from the central and municipal media such as People’s Daily, Xinhua News Agency, CCTV, Beijing Daily and Beijing TV Station, and social professional organizations to set up a media integration think tank, integrate resources, expand coverage, and enhance the influence and communication power of news propaganda and government affairs disclosure.
Promote the electronic convenience of government bulletins. Edited and published seven bulletins, published 70 government regulations, normative policy documents and reports, and sent about 2,800 paper bulletins to various departments, streets and communities. Form a joint effort of the government hotline. The 96010 service hotline for the people realizes the one-stop acceptance and all-weather response of complaints and reports, consultation and help, suggestions and suggestions in the whole region. Strengthen the management of hotline reception, clarify the hotline acceptance scope, reception standards and assignment requirements, promote the standardization and institutionalization of hotline work, ensure the high quality and efficiency of hotline distribution, and continuously improve public satisfaction.

Improve the source management mechanism of official documents’ publicity attributes. According to the "Regulations" and "Provisions", the attributes of official documents, such as voluntary disclosure, disclosure upon application and non-disclosure, are determined. Effectively implement the requirements of "five openness" in the whole process of official document handling.
Standardize open work according to application. We will improve the procedures related to the handling of government information according to the application for disclosure, further standardize the management links such as registration, handling, reply, delivery and filing, and guide and urge all units in the region to receive face-to-face, letters, emails and other channels and consultation telephones.
Strengthen performance appraisal and third-party evaluation. Optimize the assessment criteria for the openness of government affairs, and strengthen the supervision, implementation, incentive and guidance of key tasks such as the management of official documents’ openness, policy interpretation, and pre-disclosure of administrative decisions. Strengthen the application of third-party evaluation, do a good job in the application of the results of third-party evaluation of government affairs disclosure in China and Beijing, and urge rectification. We will carry out the third-party evaluation of the voluntary disclosure of government information in the whole region, the disclosure according to the application and the disclosure of government affairs, focus on the supervision and evaluation of the implementation of the pilot work of standardization and standardization of grassroots government affairs disclosure, the completion of the preparation of the full list, and the implementation of the annual work points, and strengthen the ability to disclose according to law.
Two, around the central work, strengthen the disclosure of government information in key areas.

Comprehensive, detailed and clear public financial budget and final accounts. Centralized disclosure of departmental budgets at the district level has realized that all budget units in the region that use financial funds except state secrets have all disclosed departmental budgets, and all departmental budget expenditures have been detailed and disclosed to the lowest-level subjects of functional classification and economic classification. Optimize the public statements of final accounts of district-level departments, and reflect the final accounts of basic expenditures of departmental economic classification respectively according to the general public budget and the government fund budget, thus expanding the breadth and depth of the public content of performance evaluation.
Promote information disclosure of major construction projects. Publish the catalogue of key construction projects, and timely publish information on matters such as tender announcement, bid winning publicity, construction permit, completion acceptance filing, and "double random" inspection results. Timely release important node information of major construction projects.
Promote information disclosure in the field of public resource allocation. Fully disclose the construction information of affordable housing projects such as the 2018 affordable housing construction plan and the completion of affordable housing construction in 2018. Information such as policies, regulations and service guides of affordable housing will be fully disclosed, and relevant information such as the distribution object, housing allocation, allocation procedures, allocation process and withdrawal of affordable housing will be released, and information such as housing selection, allocation and placement of affordable housing and the distribution of market rental subsidies will be published regularly.
Timely disclosure of information on changes in state-owned property rights, and disclosure of information on the operation of state-owned assets, enterprise reform and restructuring, job changes of enterprise leaders, and annual salary of enterprise leaders in accordance with laws and regulations.
(2) Do a good job in information disclosure around the coordinated development of Beijing-Tianjin-Hebei and the "three major battles"
Promote the information disclosure of the coordinated development of Beijing-Tianjin-Hebei. Timely disclosure of information such as Beijing-Tianjin-Hebei industrial docking cooperation, joint prevention and control of regional pollution, and cooperation in basic public services such as education and medical care.
Promote poverty alleviation cooperation, support cooperation and pairing assistance information disclosure. Initiate a discussion on the topic of "counterpart assistance, support and cooperation" in the official Weibo of "Beijing Dongcheng", and timely release the information of counterpart assistance between our region and Chongli District of Zhangjiakou City, Hebei Province, Aershan City of Xing ‘an League, Inner Mongolia and Huade County of Wulanchabu City, and counterpart assistance with Dangxiong County of Lhasa City, Tibet, and counterpart cooperation with Yunyang District of Shiyan City, Hubei Province.
Promote the disclosure of environmental protection information. Release and interpret the 2018 Action Plan of the Blue Sky Defence War in Dongcheng District. Revise and interpret the Emergency Plan for Heavy Air Pollution in Dongcheng District. Timely disclosure of environmental emergency response and investigation information. Timely disclosure of information such as bicycle lanes and trails renovation, urban secondary branch road construction, dredging project construction, gas safety, garbage classification, "100 streets and 1000 lanes" environmental improvement, and muck transportation renovation.
(4) Do a good job in information disclosure around the construction of a national science and technology innovation center and a national cultural center.
Promote the information disclosure of science and technology management services. Regularly publicize the list of scientific and technological projects in Dongcheng District. Promote the disclosure of information on aged care services. Timely release information on the combination of home-based care and medical care; Real-time disclosure of community pension service station information.
Promote the disclosure of social assistance information. The information on the number and capital expenditure of low-income and destitute personnel shall be disclosed on a monthly basis, the information on the number of people receiving medical assistance and temporary assistance and the information on the capital expenditure shall be disclosed on a quarterly basis, and the information on the number of people receiving assistance from freshmen in higher education shall be disclosed on an academic year basis.
Promote the transformation of shanty towns and the disclosure of information on house expropriation. Timely disclosure of the annual work plan and planning of shantytown renovation, and monthly disclosure of the progress information of shantytown renovation. In the column of "Compensation for House Expropriation", the tender announcement and the information of the winning bid results of the projects including the vacating and environmental improvement of No.20-22 simple building in Xinzhong Xili, the construction of the headline road project in Beijige, and the road project in Houyizi Hutong are disclosed.
Increase the publicity of employment and entrepreneurship information. Timely disclosure of policies, measures and implementation of employment promotion, as well as the scope of implementation of preferential policies for employment and entrepreneurship, conditions for applying for various subsidies, application procedures, management and approval information, etc. Timely release supply and demand information and analysis information of human resources market.
Promote the publicity of important livelihood projects. Timely disclose the progress and results of important livelihood projects of the district government, actively respond to the concerns of the masses, expand the participation of the masses in livelihood projects, and enhance the people’s sense of gain.
Third, information disclosure data

In 2018, the region voluntarily disclosed 51,971 pieces of government information, 12 normative documents, 12 normative documents issued by the district government, and 5,130 pieces of government information in key areas. Among the key areas of government information that are voluntarily disclosed, there are 184 pieces of financial budget final accounts, "three public funds" and administrative funds information; 41 pieces of information on the construction plan of affordable housing projects, the start and completion of projects, and the distribution and withdrawal of affordable housing; Food safety standards, food production and business license, special inspection and rectification and other information 31; 13 pieces of information such as environmental verification and approval, environmental status bulletin and major environmental emergencies; 3,949 pieces of information on government measures, disposal progress, risk early warning and preventive measures of production safety accidents; 20 pieces of information such as audit results of budget implementation of government departments; There are 52 pieces of information that administrative organs supervise and manage public enterprises and institutions closely related to the interests of the people, and 415 pieces of other information that the Municipal People’s Government has decided to voluntarily disclose.
The disclosure of government information through different channels and ways: 70 pieces of government information are disclosed through the government gazette; 21741 items of government information are made public on government websites; 33,875 pieces of government information were made public in Weibo; Government wechat disclosed 8745 government information; Other ways to disclose government information 4622.
About 6,000 pieces of active public information were transferred to the three main consulting places: the district archives, the district library and the district government service center.
(2) Responding to the interpretation.
In 2018, the whole region responded to public concerns or major public grievances for 3,672 times. The main responsible comrades of the district government and various departments attended or held 201 press conferences, conducted 3 online interviews on government websites, published 145 articles on policy interpretation, responded to events by Weibo WeChat 860 times, and responded to events by other means 3629 times.

From the type of reply, of the 1,048 applications that have been answered, 101 are "in the scope of voluntary disclosure", accounting for 9.64% of the total; 257 "consents to disclosure", accounting for 24.52% of the total; There were 21 cases of "agreeing to partial disclosure", accounting for 2% of the total.
There were 127 cases of "disapproval", accounting for 12.12% of the total. Among them, 1 piece involves state secrets, 6 pieces involves commercial secrets, 5 pieces involves personal privacy, 10 pieces endanger national security, public safety, economic security and social stability, 80 pieces are not government information referred to in the Regulations (including consulting matters, non-government information, etc.), and 25 pieces are under other circumstances stipulated by laws and regulations (including government information applied for disclosure has been handed over to national archives at all levels and should be handled in accordance with laws, administrative regulations and relevant state regulations on file management, etc.).

In 2018, there were 110 administrative litigation cases against the Dongcheng District Government and various commissions and bureaus. Courts at all levels ruled or ruled that 86 cases were upheld or rejected, 7 cases were corrected according to law, and 17 cases were in other circumstances.

The district government information disclosure office received 6 reports related to government information disclosure and handled 6 reports in accordance with relevant procedures.
(5) Institution building and security training.
In 2018, there was one specialized agency for government information disclosure in the whole region, and 245 places for government information disclosure were set up. 192 full-time and part-time personnel engaged in government information disclosure. The special fund for government information disclosure is 1.705 million yuan. The whole region, departments and streets held 165 meetings or special meetings on government information disclosure, held 86 training courses of various types, and received 4847 trainees.
Fourth, the existing shortcomings and key work in 2019
(A) the existing problems
First, there is still room for further improvement in policy interpretation, the number of interpretations needs to be further increased, and the forms of interpretation should be closer to the masses. Second, the pre-disclosure of major decisions needs to be further strengthened, the scope of pre-disclosure matters needs to be further expanded, and the ways and means of soliciting opinions and suggestions need to be more flexible and diverse. Third, the content of business training should be further targeted, and different training forms should be tried in combination with different training themes and training objects to enhance the training effect.
(II) Key tasks in 2019
First, continue to increase policy interpretation. Do a good job of in-depth and accurate interpretation of major decision-making matters, government work reports and key work of the district government, and timely and accurately convey policy intentions. Further innovate the interpretation form, transform "policy language" into "mass language", and enhance affinity, guidance, communication and influence.
Second, focus on the understanding and application of the Regulations, carry out targeted business training, further enhance the ability of administrative organs to implement the statutory obligations of government information disclosure, and handle public government information disclosure according to the law and compliance.
The third is to promote the disclosure of government information in key areas, consolidate and continue to strengthen the effectiveness of grassroots pilot projects in government affairs disclosure, and actively build a standardized and standardized work system for government affairs disclosure. Focusing on the whole business process of the enterprise and the whole life cycle of the masses, we will optimize the provision of personalized, customized and exclusive policy disclosure service packages.
Fourth, with the construction concept of "intensive, intelligent, experience, response and integration", we will promote the integrated and leap-forward development of government websites, realize "one-line inquiry" of government information, "one-line operation" of government services and "one-line answer" of interactive communication, and build a more comprehensive government affairs open platform, a more authoritative policy release interpretation and public opinion guidance platform, a more timely response to concerns and convenience service platform, and build a convenient and accurate service for the people.
