Notice of Beijing Municipal Planning and Natural Resources Committee of Beijing Municipal Bureau of Ecology and Environment on Standardizing the Evaluation of Soil Pollution Risk Assessment Report and

　　In order to implement the relevant provisions of the Law of People’s Republic of China (PRC) on the Prevention and Control of Soil Pollution on organizing the evaluation of soil pollution risk assessment report, risk control effect assessment report and remediation effect assessment report for construction land, and further standardize the evaluation procedures, relevant matters are hereby notified as follows:

　　I. Scope of acceptance

　　1. According to the evaluation results of the soil pollution investigation report, the soil pollution risk assessment report of the construction land plot shows that the pollutant content exceeds the soil pollution risk control standard.

　　2. Through the implementation of risk management and remediation activities, the risk management and remediation objectives determined in the soil pollution risk assessment report are achieved, and the risk management and remediation effect evaluation report and remediation effect evaluation report of the construction land plots that can be safely used.

　　Second, handle the required materials

　　1. Review the application and its attachments. Two copies of paper version (seal) shall be submitted, and the attachments include the report review application form, the applicant’s commitment letter and the report issuing unit’s commitment letter (see attachment).

　　2. Report on application for review. Before the application for review is submitted, the report for review shall be submitted to the National Construction Land Soil Environment Management Information System (http://114.251.10.109/page/landuserlogin.html).

　　Apply for risk assessment report review, and submit the soil pollution risk assessment report for review; To apply for the evaluation of the effect evaluation report, submit the risk control effect evaluation report and the remediation effect evaluation report, including relevant testing, risk control/remediation scheme, risk control/remediation design scheme, construction scheme, secondary pollution prevention and control during construction, contaminated soil transfer and other supporting materials.

　　Third, the application method

　　During working hours (9:00-12:00, 13: 30-17: 00 on weekdays), the review application and its attachments will be sent to the Beijing Municipal Affairs Service Center: the comprehensive window of No.1 West Third Ring South Road, Fengtai District, Beijing; Tel: 010-89150423,010-82567927.

　　Fourth, the review time limit

　　Make a decision on acceptance or rejection within 5 working days from the date of receiving the application for review and its attachments. The report that belongs to the scope of acceptance and applies for review has been submitted to the "National Construction Land Soil Environmental Management Information System" and basically conforms to the relevant standards and guidelines, and shall be accepted; Do not meet the above conditions, will not be accepted.

　　From the date of accepting the application, the review shall be completed within 30 working days. Inform the evaluation results within 5 working days. The time required for on-site reconnaissance, sampling inspection and revision of the applicant’s report according to the review shall not be counted.

　　This circular shall be implemented as of the date of issuance. On September 14th, 2020, the Notice of Beijing Municipal Planning and Natural Resources Committee of Beijing Municipal Bureau of Ecology and Environment on Standardizing the Evaluation of Soil Pollution Risk Assessment Report and Effect Assessment Report for Construction Land (No.20, 2020) was abolished at the same time.
