　　News from the Central Broadcasting Network (Reporter Bi Qiang) On the morning of May 20th, the groundbreaking ceremony for the major infrastructure of the 2022 Dalian Taiping Bay Cooperative Innovation Zone was successfully held at the site of the water purification plant project of the Taiping Bay Cooperative Innovation Zone, which was hosted by the Dalian Taiping Bay Cooperative Innovation Zone Management Committee and China Merchants Taiping Bay Development and Investment Co., Ltd.

　　Hu Yong, general manager of China Merchants Taipingwan Development and Investment Co., Ltd., and Li Qi, member of the Dalian Municipal Party Committee and director of the Taipingwan Cooperation and Innovation Zone Management Committee, attended the ceremony. In his speech, Li Qi welcomed all the guests attending the groundbreaking ceremony and congratulated on the commencement of major infrastructure construction. He said that Taiping Bay focuses on the strategic positioning and mission of "deepening cooperation between the central and local governments and helping the revitalization of the Northeast". Focusing on the overall requirements of "taking shape in two years and becoming a scale in five years", it is based on the layout of industrial projects with "one area and multiple parks", innovating institutional mechanisms, increasing investment attraction and fully promoting development and construction. The commencement of this major infrastructure indicates that the development and construction of Taiping Bay has pressed the "fast forward button" and started the "acceleration". After the completion of these projects, it will effectively optimize the development investment environment, enhance the quality image of Taiping Bay and increase the capacity of public services, which is of great significance for expanding effective investment and cultivating new economic growth points.

　　Taiping Bay Cooperative Innovation Zone is located at the northwest end of Dalian, at the core of Bohai Economic Circle and Northeast Asia Economic Circle, and it is a triple policy overlapping area of Belt and Road, Northeast Revitalization and Liaoning Coastal High-quality Development Economic Belt. Taiping Bay Cooperative Innovation Zone is a major strategic industrial project jointly built by China Merchants Group, Liaoning Province and Dalian City, which bears the important task of cooperation between the central and local governments and green development. Taiping Bay covers an area of about 260 square kilometers. It plans the overall development pattern of "one axis, one belt, five districts and many towns", constructs the functional layout of "port, production, city, finance and innovation", and builds a harbor new city with interdependence between port and city, integration of production and city, livability and suitability for business.

Taiping Bay Cooperation and Innovation Zone attaches great importance to the construction of basic supporting facilities, works out the layout with a high starting point and high standards, organizes relevant planning in advance, actively carries out the feasibility study of the project, and innovates and breaks through the project preparation work such as land requisition and transfer, bidding organization and formalities. In 2022, Taiping Bay Cooperation Zone plans to start construction of transportation supporting projects such as Shugang Highway, the first development zone road and supporting pipe network, No.3 road in the port area, livelihood supporting projects such as raw water pipelines, water purification plants, sewage plants and supporting pipelines, energy communication supporting projects such as natural gas, heating, electricity, communication and network, shipping supporting projects such as public waterways and revetment, environmental transformation supporting projects such as venture parks and wetland parks, and industrial supporting projects such as standard workshops and research and development centers in new energy industrial parks.
