According to the police, two traffickers who were destroyed this time were entrenched in the outpatient building of Peking University Third Hospital. Two gangs, Zhang Moumou (male, 29 years old, from Inner Mongolia) and Fu Moumou (male, 27 years old, from Inner Mongolia), hired social unemployed people to queue up at the window to grab the expert number source for reselling. Their organization and division of labor are relatively clear, some are responsible for on-site convening and instigating, some are responsible for hiring queuing personnel and arranging them to queue up at the window, and some are living in hospitals and surrounding areas to attract customers.
The members who are responsible for soliciting customers will solicit "customers" around the hospital from 5: 30 to 8: 00 every day, and feed back the information and quantity of patients recruited to the on-site "commander"; The "commander" then informs the hired queuing personnel to queue up at the window overnight; Before 7: 00 the next day, the "commander" went to the hospital to hand over the patient’s ID card to the queuing personnel who had already arranged the position for registration. For each successful one, he exchanged the "service fee" ranging from 100 yuan to 120 from the "commander". The "commander" resells the number source to the patient with a high price "service fee" ranging from 200 yuan to 2,000 yuan, and earns a high price difference from it, which is extremely profitable.
It is reported that these gangs are organized and commanded by ex-criminals who have been peddling numbers for many years, and have developed into relatively strict organizations from "one-on-one" in previous years, usually committing crimes in partnership, with clear internal division of labor and more hidden activities.
Network number grabbing and hoarding gangs emerged.
It is reported that the police introduced that in addition to the traditional method of "reversing the number" in the hospital, the police further investigated and found that some "number traffickers" used mobile phones, computers, etc. to make an appointment for registration on platforms such as telephone 114, hospital App and WeChat, and profited from it.
After more than two months of careful investigation, the police found that these gangs were connected in series, with both competition and cooperation, and were highly organized and professional.
Unified network, more than 50 people were detained.
It is reported that the Beijing police have carried out unified arrests on five hospitals and two online gangs, and a total of six "traffickers" gangs have been destroyed according to law. After review, 17 people were detained in criminal detention and 37 in administrative detention. At present, the case is under further review.
The relevant person in charge of the Beijing police said that while severely cracking down on traffickers’ illegal crimes, the police have set up hospital police rooms in relevant hospitals with the health department, and patrolled the registration window with the staff of the hospital security department to check the registration order in real time. On this basis, we will fully coordinate the hospital to strengthen security forces, coordinate order maintenance, and form a joint force to combat governance.
