　　Modern industrial system is the material and technical support for high-quality development, the key to the smooth circulation of national economy, and an important symbol to realize economic modernization. How to speed up the construction of modern industrial system? The central government has put forward "five persistences": we must focus on the real economy, strive for progress steadily and step by step, adhere to the three-time industrial integration and development, persist in promoting the transformation and upgrading of traditional industries, and persist in open cooperation. This provides a fundamental basis for building a modern industrial system with integrity, advancement and safety.

　　Building a modern industrial system is a systematic project, which embodies three characteristics of development. First, the importance of the real economy is highlighted and it has become the key support of the industrial system. Second, security factors are prominent. In the face of important changes in industrial development paradigm, whether we can achieve self-reliance in science and technology determines China’s position in the global industrial system and value chain system, and also determines whether the modern industrial system can keep the safety bottom line and be stable and far-reaching. Third, integration and development have become a new trend. It is necessary to promote the deep integration of digital economy and real economy, promote digital industrialization and industrial digitalization, and promote the deep integration of modern service industry and advanced manufacturing industry.

　　To continue to make efforts to build a modern industrial system supported by the real economy, we must do a good job in the following tasks.

　　First, focus on developing the real economy and promote the transformation and upgrading of traditional manufacturing industries. We will implement industrial base reconstruction projects and major technical equipment research projects, support the development of specialized and new enterprises, promote the development of high-end, intelligent and green manufacturing, and support the development of specialized, refined and characteristic enterprises.

　　Second, fully consider the requirements of safety, promote high-level opening to the outside world, open up diversified export markets, improve product competitiveness, and consolidate the industrial foundation of the new development pattern. Give full play to the advantages of the new national system and the super-large-scale market, and gather strength to carry out original and leading scientific and technological research. Accelerate the construction of a unified national market, and provide strong support for the sustained and efficient operation of the industrial chain supply chain and the improvement of resilience and safety.

Formulate industrial policies that are coordinated with macro-policies, science and technology policies, population policies, etc., and form a joint force to promote industrial transformation and upgrading. Increase the central and local investment in basic research and research and development of industrial generic technologies, and improve the industrial conversion rate of scientific research results. Promote the cluster development of traditional industries, create a good environment for innovation and business, and at the same time deepen the division of labor and cooperation between regions to avoid homogenization competition.
