Zhong Shifeng served as the "conductor" at the scene, organized illegal demonstrations, shouted inflammatory slogans, arranged for the purchase of wooden sticks, fire extinguishers and other items for law enforcement, and taught how to use wooden sticks on the spot. At about 14: 00 on the 6th, when Chen Jun and others were responding to the newcomers, Tian Wencai and Ji Lianjing, the people involved, fabricated and spread the rumor that "the police beat people", which caused the illegal gathering personnel to clash with the police on duty. Some illegally gathered people were taken to the police bus according to law. After learning this, Zhong Shifeng led the staff to the vicinity of the police bus with wooden sticks and fire extinguishers. Zhong Shifeng, Wang Xiuqi, Yang Xiaoqing, Ge Degao, Chen Jun, Zhang Shanyan and others smashed the scene, beat the police on duty and confronted law enforcement officers.

Their actions all constituted the crime of gathering people to disturb social order; Zhong Shifeng, Chen Jun, Wang Xiuqi, Hao Dongdai, Yang Xiaoqing, Ge Degao and Zhang Shanyan used violent methods to obstruct the staff of state organs from performing their duties according to law, and their actions all constituted the crime of obstruction of official duties. Zhong Shifeng, Chen Jun and Wang Xiuqi all committed several crimes and should be punished for several crimes. The above-mentioned acts have caused dozens of government workers to be injured, the normal work of relevant units has been seriously stagnant, the surrounding environment and public facilities have been greatly damaged, and the normal production and living order in the local area has been seriously disrupted. During this period, Huang Ningjun pushed a government worker into an artificial lake, causing minor injuries.

　　The court held that Bai Junguo and others illegally gathered under the banner of "retired soldiers", causing serious losses and disturbing social management order, and the circumstances were serious, all of which constituted the crime of gathering people to disturb social order; Huang Ningjun intentionally injured another person’s body, causing one person to be slightly injured. His behavior also constitutes the crime of intentional injury and should be punished for several crimes. Bai Junguo, Gao Jianhui, Niu Weihao, Zhang Xiaolong, Li Xiangyang, Yin Yousheng, and Jiang Cheng have confessed and repented, and they can all be given a lighter sentence according to law. 　　In the case of Pingdu, Shandong Province, on October 4, 2018, 38 people, including Yu Youfeng, planned to illegally gather and petition in the name of "tourism" because they did not meet the public service posts that the government had placed. In the process of persuading the local party Committee and government to return, Yu Youfeng and others spread false information such as "being beaten" by telephone and WeChat, inciting people from all over the country to "support" and admitted to the hospital.

Later, Wang Xuzhang and others who rushed to Pingdu came to the hospital, still filming the "injuries" of Youfeng and others, posting them in the WeChat group and inciting people from all over the country to "tell each other" and "arrive on time".

　　In the case of Zhenjiang, Jiangsu, the methods of counterfeiting and incitement are exactly the same. On June 19, 2018, it was learned that more than 100 people gathered in front of the Zhenjiang municipal government to reflect their demands. Yin Yousheng, Jiang Cheng and others actively connected in series and called more people to Zhenjiang to "support".

　　At 4 o’clock in the morning on the 20th, after being interviewed and persuaded, some people agreed to leave. Wang Yihong and others were extremely unwilling to this and tried their best to obstruct it at the scene. Prompted by others, Wang Yihong fell to the ground on his own without being touched, and was injured. People next to them took pictures and then sent them to the WeChat group for incitement.

However, the false information of "veterans being beaten" is widely spread and rapidly spread through WeChat group and QQ group. Many people were incited by this and rushed to Zhenjiang to "discuss for the beaten veterans."

The people who gathered illegally at the scene felt cheated and planned to evacuate. Niu Weihao and others saw that the rumor was debunked, forcibly turned off the broadcasting equipment, insulted the staff, and threatened the illegal gathering people who planned to return; And once again went to the hospital to shoot Wang Yihong’s "beaten" video and sent it to the WeChat group, inciting more people to rush to Zhenjiang.

　　The video played by the public prosecutor in court visually showed that after the foreigners arrived in Zhenjiang, Jiangsu Province, the nine defendants played different roles: some were in charge of on-site command, some were in charge of external liaison and purchasing materials, and some organized queues and shouted slogans. At the key nodes, the nine defendants contributed to the fire, cooperated with each other and supported each other, which led to the rapid development of the gathering scale and the escalation of on-site behavior. Defendant Wang Yihong admitted in the final statement that he deliberately faked in the video of "Zhenjiang veterans being beaten" and apologized for his behavior.

Since 2018, illegal gatherings under the banner of "ex-servicemen" have occurred in many places, which are characterized by organization, scale and violence, seriously disrupting the work of local party and government departments, normal social order and people’s production and life; In addition, there have been many incidents in which a very small number of people travel for free in the name of sacrifice and commemoration, and refuse to pay high-speed tolls and scenic spot tickets.
