Bulletin on the progress of provincial key people’s livelihood in the first three quarters of 2021

  According to the work arrangement of the provincial government, the progress of key people’s livelihood in the first three quarters of this year is hereby notified as follows:

  First, on the development of women’s "two cancers" screening, prenatal screening and neonatal disease screening.(1) free "two cancers" screening. By September 22nd, the province had completed 1,194,400 cervical cancer screenings and 1,233,500 breast cancer screenings, accounting for 85.31% and 88.11% of the annual target tasks respectively. (2) free "two" screening. By September 22nd, the province had completed 441,900 cases of free prenatal ultrasound screening and 445,000 cases of serological prenatal screening respectively, and the coverage rate of the target population of prenatal screening reached 74.13% and 74.65%, which were 19.13 and 19.65 percentage points higher than the annual target tasks respectively. 588,300 cases of neonatal "two diseases" screening and 589,200 cases of hearing screening were completed, with screening rates of 98.69% and 98.85% respectively, which were 8.69 and 8.85 percentage points higher than the annual target tasks.

  Second, on the implementation of rehabilitation assistance for disabled children.By the end of September, 28,224 disabled children had received rehabilitation assistance services, and the annual target tasks had been completed ahead of schedule.

  Third, on promoting the transformation and upgrading of old urban communities.By the end of September, 436,700 old residential areas had been renovated in the province, accounting for 87.34% of the annual target.

  Fourth, on improving rural travel conditions.By the end of September, 8149 natural villages in the province had been paved with hardened roads, and 91% of the annual target tasks had been completed.

  V. Promoting the upgrading of rural power grids.By the end of September, 2,456 distribution stations had been upgraded, accounting for 49.12% of the annual target tasks; 4,167 kilometers of 10 kV and below lines were built or rebuilt, accounting for 83.34% of the annual target task.

  VI. Strengthening the maintenance and renovation of manhole facilities in urban public areas.By the end of September, the general survey of manhole facilities in public areas in the province has been completed, and the number of manhole facilities maintenance and renovation has reached 110.13% of the annual target tasks, among which 8 cities including Luoyang, Pingdingshan, Shangqiu and Hebi have completed the annual target tasks ahead of schedule.

  Seven, about expanding the coverage of 5G networks.By the end of September, there were 21,471 new 5G base stations in the province, and the total number of 5G base stations reached 66,881, which has achieved 5G network coverage in urban areas above county level and 2,053 townships (streets) in the province.

  Eight, about improving the ability of mobile government services.By the end of September, the "Yu Affairs Office" had accumulated 3,788 online services, covering high-frequency livelihood areas such as housing construction, human society, public security, civil affairs and health care; "Yu Affairs Office" has registered 56.41 million users, with a provincial penetration rate of 50.1%; A total of 2,611 online services were provided by the "Yu Affairs Office" sub-offices.

  Nine, about speeding up the shortcomings of rural education.(1) Special post teacher recruitment. By the end of September, the province had recruited 17,351 new special post teachers, all of whom will be assigned to teach in rural schools at or below the township level, and the annual target and tasks have been completed ahead of schedule. (2) By the end of August, 7,000 sets of rural teachers’ revolving dormitories in the province had all started construction, with the operating rate of 100%, among which 3,364 sets of rural teachers’ revolving dormitories had been built.

  Ten, about expanding the village (neighborhood) legal advisory services.By the end of September, the proportion of professional lawyers in the province serving as village (residential) legal advisers increased by 3.2 percentage points over the second quarter, reaching 87%.
