In 2015, China established the first cross-border electronic commerce Comprehensive Experimental Zone. In recent years, China’s cross-border e-commerce comprehensive test area model has become more and more mature, and the number of cross-border e-commerce comprehensive test areas has expanded to 165, which has played an important role in the development of cross-border e-commerce.
Not long ago, the State Council approved the establishment of cross-border electronic commerce Comprehensive Experimental Zone in 33 cities and regions including Langfang. This is the seventh batch of cross-border e-commerce comprehensive test zones established in China. So far, the number of cross-border e-commerce comprehensive test zones in China has expanded to 165. Setting up a new batch of cross-border e-commerce comprehensive test zones and vigorously developing new formats and models such as cross-border e-commerce will help stimulate the vitality of foreign trade entities, improve the efficiency of foreign trade operation, stabilize the supply chain of foreign trade industry chain, and realize the integration of industrial digitalization and trade digitalization.

Established in 2015, Hangzhou cross-border electronic commerce Comprehensive Experimental Zone is the first comprehensive experimental zone for e-commerce in China. Since its establishment, the total scale and development level of Hangzhou’s e-commerce industry has always been in the leading echelon in the country, with a total of 100,000 cross-border e-commerce sellers and 4,371 overseas registered trademarks, and the import and export volume of cross-border e-commerce has exceeded 100 billion yuan.

In 2022, there were 198 cross-border e-commerce classes in Xi ‘an, which was 1.6 times of the annual shipment volume in 2021. The cross-border e-commerce transaction volume was 3.51 billion yuan, a year-on-year increase of 40%.
According to Ma Xuanli, deputy director of the Management Committee of Xi ‘an International Port Area, relying on the channel advantages of China-Europe trains, Xi ‘an actively builds a "cross-border e-commerce+live broadcast" model and opens up a new track for overseas live e-commerce. In 2022, Xi ‘an introduced 11 new live broadcast projects, built 50 live broadcast rooms and introduced 200 live broadcast talents, basically forming a "cross-border e-commerce+live broadcast" ecosystem integrating cross-border live broadcast, short video production and anchor training. On July 24, 2018, the State Council officially approved the establishment of China (Xi ‘an) cross-border electronic commerce Comprehensive Experimental Zone. Since then, Xi ‘an has set up nine innovation demonstration pioneer zones, relying on platforms such as aviation, railway ports and comprehensive insurance zones to jointly promote the agglomeration and growth of cross-border e-commerce industry in Xi ‘an.
"In 2022, the cross-border e-commerce transaction volume in Xi’ an was 14.427 billion yuan, up 46.4% year-on-year. The cross-border e-commerce grew strongly and has become a new kinetic energy to stimulate the development of export-oriented economy." In January, 2022, Zibo was approved as a national cross-border electronic commerce Comprehensive Experimental Zone. In that year, Zibo completed 123.41 billion yuan of foreign trade import and export, and the number of cross-border e-commerce enterprises in Zibo increased by 67% year-on-year, which injected new impetus into building an open city.
How can Zibo achieve a rapid breakthrough in the cross-border e-commerce field?
Zibo has formulated a package of policies to increase support from encouraging the development of cross-border e-commerce enterprises, encouraging the construction and introduction of cross-border e-commerce platforms, and supporting the construction of cross-border e-commerce industrial parks, so as to improve the city’s development ecology.
"The research group of cross-border e-commerce tapping service was established in the city, and 366 regulated enterprises with import and export willingness and high product foreign trade compatibility were screened out as target enterprises for accurately tapping potential." Li Jiaxing, head of the Foreign Trade Development Section of the Zibo Municipal Bureau of Commerce, said that the research team conducted on-site research and services to target enterprises, helped them to connect with international channels, talents, capital and other resources, and guided them to carry out cross-border e-commerce business.
As a rookie city to develop cross-border e-commerce, Zibo still faces some problems. "For example, as an inland city, the logistics cost of Zibo is significantly higher than that of other coastal cities. For example, the cross-border e-commerce industry involves comprehensive knowledge and skills such as payment, logistics, customs clearance and network. We still lack compound talents who know both foreign trade and cross-border e-commerce." Yin Qidi, Party Secretary and Director of Zibo Municipal Bureau of Commerce, said.
